2013 Falkland Islands General Election
The Falkland Islands general election of 2013 was held on Thursday 7 November 2013 to elect all eight members of the Legislative Assembly (five from the Stanley constituency and three from the Camp constituency) through universal suffrage using block voting, with each Stanley constituent having up to 5 votes and each Camp constituent having up to 3 votes. A total of 1,046 ballots (4,750 votes) were cast in Stanley, representing a turn-out of 75.4%, and 242 ballots (675 votes) in Camp, representing a turn-out of 85.5%. As no political parties are active in the Falklands, all the candidates stood as Independents. The Chief Executive of the Falkland Islands, Keith Padgett, acted as returning officer. It was the second election since the new Constitution came into force replacing the Legislative Council (which had existed since 1845) with the Legislative Assembly. Keith Biles
Keith Robert Biles is a British people, British-born Falkland Islander, Falkland Islands banker and politician who has served as the Speaker of the Legislative Assembly of the Falkland Islands since his election in 2009. Early life and career Biles was born in the UK but moved to the Falkland Islands in 1995 as CEO of a branch of the Standard Chartered Bank. He retired from this position in 2002. Political career In June 2012, Biles launched Heroes Welcome in the Falklands. Heroes Welcome UK is an open-resource community partnership scheme, designed to encourage a show of support to members of the British Armed Forces. Penguin News
''Penguin News'' is the only newspaper produced in the Falkland Islands. It is published every Friday and provides news and features about the islands. History The paper was founded in 1979 by the then editor Graham Bound, and published monthly (or as near monthly as possible) by him. Bound still contributes occasional articles in the paper's fifth decade. Publication ceased during the Falklands War of 1982, but resumed in June of that year with the iconic "Victory, Freedom and a Future" issue. It became a fortnightly paper and then eventually weekly. ''Penguin News'' was sold to fishing company Seamount Ltd in 1988 on the understanding that the company would provide the investment needed to sustain and develop it. Seamount's directors had experience in the publishing industry, so this was not an unreasonable plan. Teslyn Siobhan Barkman (born 17 November 1987) is a Falkland Island journalist and politician who has served as a Member of the Legislative Assembly for the Camp constituency since the 2017 general election. Mike Summers
Michael Victor Summers (born 1952) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2011 to 2017. He was previously a Member of the Legislative Council from 1996–2009. Summers was born in Stanley and grew up in Port Howard. He moved to the UK at the age of eleven after winning a government scholarship to Shaftesbury Grammar School, a Dorset boarding school. He went on to read business studies at Middlesex University. After university, Summers worked for various construction and engineering companies all round the world, before returning to the Falklands in 1989 when he became General Manager of the Falkland Islands Development Corporation. Gavin Short
Gavin Phillip Short (born 1962) is a Falkland Islands politician who has been a member of the Legislative Assembly for the Stanley constituency since 2021. He was previously a Member of the Legislative Council from 1989 to 1993 and again from 2009 to 2017. Short works for Cable & Wireless and is the Chairman of the General Employees' Union. He is a former member of the Falkland Islands Defence Force and a volunteer fireman. In November 2009, he was elected to the Legislative Assembly for Stanley, and in June 2010 he represented the Falklands at the annual meeting of the UN Special Committee on Decolonisation in New York City.
