Chowdhury joined the Pakistan Civil Service in 1960. He was the Joint Secretary of the Ministry of Commerce in 1972 and 1973. He was the Director General of the Export Promotion Bureau in 1974. Chowdhury was one of the founders of Union Capital Limited, formed after purchasing the local operations of
