Yin Fanglong
Yin Fanglong (; born November 1953) is a retired general of the Chinese People's Liberation Army (PLA). He served as the inaugural Political Commissar of the Central Theater Command from 2016 to 2018. Prior to that, he served as deputy director of the PLA General Political Department from 2012 to 2016. Biography Yin Fanglong was born in November 1953 in Yangzhong, Jiangsu Province. He joined the PLA in 1972. He served in the Lanzhou Military Region and the Shenyang Military Region, where he was the political commissar of a tank division. In 1999 he became deputy director of the Political Department of the PLA General Armaments Department, and was promoted to Director in 2004. In 2008 he was appointed Director of the Political Department of the Second Artillery Corps, and in 2012 he became deputy director of the PLA General Political Department. Shenyang Military Region
The Shenyang Military Region was one of seven military regions for the Chinese People's Liberation Army. It has command and control of military and armed police forces in the three northeast provinces of Jilin, Heilongjiang, and Liaoning, which also form Military Districts. This region is now superseded by the Northern Theater Command. The Shenyang Military Region was left with unchanged boundaries since the late 1960s. It is bordered internally by the Beijing Military Region to the west. Externally, it is bordered by North Korea to the south east and the Russian Far East to the north. Prior to the Cultural Revolution, military region commanders tended to remain in post for long periods. Yu Daqing (; born November 1957) is a lieutenant-general in the People's Liberation Army of China, who served as Deputy Political Commissar of the Second Artillery Corps. The 18th Central Committee of the Chinese Communist Party was elected by the 18th National Congress on 15 November 2012, and sat in plenary sessions until the communing of the 19th National Congress in 2017. People's Liberation Army General Armaments Department (GAD; ) was in charge of equipping and arming the People's Liberation Army of China, as well as overseeing and improving military technology. Lanzhou Military Region
The Lanzhou Military Region was one of seven military regions in the People's Republic of China. It directed all People's Liberation Army and People's Armed Police forces in Xinjiang, Qinghai, Gansu, Ningxia, Shaanxi, and Ngari Prefecture in northwest Tibet.
