Western Regional Climate Action Initiative
Western Climate Initiative, Inc. (WCI) is a 501(c)(3) non-profit corporation which administers the shared emissions trading market between the American state of California and the Canadian province of Quebec as well as separately administering the individual emissions trading systems in the Canadian province of Nova Scotia and American state of Washington. It also provides administrative, technical and infrastructure services to support the implementation of cap-and-trade programs in other North American jurisdictions. The organization was originally founded in February 2007 by the governors of five western states with the goal of developing a multi-sector, market-based program to reduce greenhouse gas emissions; it was incorporated in its current form in 2011. Liane Randolph
Liane Randolph is the chair of the California Air Resources Board. She was appointed to that position in December 2020 by California Governor Gavin Newsom, succeeding Mary Nichols. Newsom made the appointment shortly after issuing an executive order tasking the agency with developing regulations to phase out the sales of new internal combustion passenger vehicles by 2035. Her term as CARB chair lasts until December 31, 2026. Before joining CARB, Randolph served as a commissioner of the California Public Utilities Commission from 2015 to 2021, where she worked on energy efficiency, integrated resource planning, and regulation of transportation network companies. Kyoto Protocol
The was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that global warming is occurring and that human-made CO2 emissions are driving it. The Kyoto Protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. There were 192 parties (Canada withdrew from the protocol, effective December 2012) to the Protocol in 2020. Greenwashing (a compound word modeled on "Whitewash (censorship), whitewash"), also called green sheen, is a form of advertising or marketing spin that deceptively uses green PR and green marketing to persuade the public that an organization's products, goals, or policies are environmentally friendly. Companies that intentionally adopt greenwashing communication strategies often do so to distance themselves from their environmental lapses or those of their suppliers. Firms engage in greenwashing for two primary reasons: to appear legitimate and to project an image of environmental responsibility to the public. Because there "is no harmonised definition of greenwashing", a determination that this is occurring in a given instance may be subjective. Carbon Offsets
Carbon offsetting is a carbon trading mechanism that enables entities to compensate for offset greenhouse gas emissions by investing in projects that reduce, avoid, or remove emissions elsewhere. When an entity invests in a carbon offsetting program, it receives carbon credit or offset credit, which account for the net climate benefits that one entity brings to another. After certification by a government or independent certification body, credits can be traded between entities. One carbon credit represents a reduction, avoidance or removal of one metric tonne of carbon dioxide or its carbon dioxide-equivalent (CO2e). Emissions Trading
Emissions trading is a market-oriented approach to controlling pollution by providing economic incentives for reducing the emissions of pollutants. The concept is also known as cap and trade (CAT) or emissions trading scheme (ETS). One prominent example is carbon emission trading for and other greenhouse gases which is a tool for climate change mitigation. Other schemes include sulfur dioxide and other pollutants. In an emissions trading scheme, a central authority or governmental body allocates or sells a limited number (a "cap") of permits that allow a discharge of a specific quantity of a specific pollutant over a set time period.
