Vickie Sutton
Vickie Sutton (born 1956) (née Vickie Verbyla) is an American law professor currently on the faculty of Texas Tech University. Since 2014, Sutton has been on the Texas Task Force on Infectious Disease Preparedness and Response. Life Sutton grew up in Lenoir, North Carolina and she is a member of the Lumbee Indian Tribe in North Carolina. She was Miss North Carolina USA in 1977 (under the pseudonym Vikki Verbyla). She received her Master's degree in Public Administration from Old Dominion University. She received her Ph.D. in Environmental Sciences at the University of Texas at Dallas while working as a Legal Assistant in Dallas, Texas. After her Ph.D. she worked at the U.S. Environmental Protection Agency (U.S. EPA) headquarters in Washington D.C. as Special Assistant to J. Clarence Davies, the Assistant Administrator for Policy, Planning and Evaluation. 2003 Texas's 19th Congressional District Special Election
The 2003 United States House of Representatives special election in Texas's 19th congressional district was held on June 3, 2003 to select the successor to Larry Combest (R) who resigned to spend more time with his family. In accordance with Texas law, the special election was officially nonpartisan. This election took place during the highly controversial 2003 Texas Redistricting, during which the placement of the cities of Lubbock and Midland within the district were heavily debated. Though Randy Neugebauer of Lubbock won the special election, the new maps used for the 2004 elections put Midland in a separate district, allowing Mike Conaway to run in and win the open seat. Lumbee People
The Lumbee, also known as People of the Dark Water, are a mixed-race community primarily located in Robeson County, North Carolina, which claims to be descended from myriad Indigenous peoples of the Southeastern Woodlands who once inhabited the region. The Lumbee have been shown to have connections with other tri-racial isolate groups, such as the Melungeons, using historical documents. The Lumbee take their name from the Lumber River, which winds through Robeson County. Pembroke, North Carolina, in Robeson County, is their economic, cultural, and political center. According to the 2000 United States census report, 89% of the population of the town of Pembroke identified as Lumbee; 40% of Robeson County's population identified as Lumbee.
