The Rural Municipality of Val Marie No. 17 ( 2021 population: ) is a rural municipality (RM) in the Canadian province of Saskatchewan within Census Division No. 4 and Division No. 3. Located in the southwest portion of the province, it is adjacent to the Canada–United States border, neighbouring Phillips County in Montana. History The RM of Val Marie No. 17 incorporated as a rural municipality on January 1, 1969. Louis-Pierre Gravel, missionary and promoter of much French Catholic immigration to southwestern Saskatchewan, originally called the settlement Rivière des Français after the nearby Frenchman River. But for an unknown reason, in a 1911 report to the superintendent of immigration, his formally proposed name became Libreval ("Free Valley"). The Legislative Assembly of Saskatchewan () is the legislative chamber of the Saskatchewan Legislature in the province of Saskatchewan, Canada. Frenchman River
The Frenchman River, (), also known locally as the Whitemud River, is a river in Saskatchewan, Canada and Montana, United States. It is a tributary of the Milk River, itself a tributary of the Missouri and, in turn, part of the Mississippi River watershed, which flows to the Gulf of Mexico. The river is approximately long. The name's origin is uncertain although both Métis and francophone settlers inhabited its banks at the turn of the 20th century. The Frenchman Formation, a stratigraphical unit of the Western Canadian Sedimentary Basin, was named for the river. Course The headwaters are found in Cypress Lake, in the Cypress Hills, at an elevation of . It flows east towards the community of Eastend, then turns south-east. Louis-Pierre Gravel
Louis-Pierre Gravel was a French-Canadian missionary and colonizer who founded the town of Gravelbourg in Saskatchewan, Canada. He was born in Stanfold (now called Princeville), Quebec, on August 8, 1868, and was ordained as priest on August 28, 1892, after finishing his studies at seminaries in Trois-Rivières, Nicolet and Montreal, Quebec. After serving in parishes in New York City from 1892 to 1906, he was asked to found a French-Canadian parish in the south-west of Saskatchewan. In 1906, he founded the town of Gravelbourg. Aiding him in his endeavours were five of his brothers, Henri and Maurice, both doctors; Alphonse and Emile, both lawyers; Guy, a pharmacist; plus a sister, Laurianne, the wife of Georges Hébert, also a lawyer. He persuaded many French-Canadian Catholics to settle in the Gravelbourg, Lafleche, Mazenod, and Meyronne block settlement.
