Qinghai is an inland Provinces of China, province in Northwestern China. It is the largest provinces of China, province of China (excluding autonomous regions) by area and has the third smallest population. Its capital and largest city is Xining. Project 211 ( zh, c=, links=no, s=211工程) was a higher education development and sponsorship scheme of the government of China for "preparing approximately 100 universities for the 21st century", initiated in November 1995.
