Theodore McNeal
Theodore D. McNeal (November 5, 1905 – October 25, 1982) was a union organizer, employment opportunity activist, and state legislator in Missouri. He was the first African American to serve in the Missouri Senate. He was born in Helena, Arkansas and grew up there before settling in St. Louis after high school. In 1930, McNeal joined the International Brotherhood of Sleeping Car Porters. In 1942, McNeal and attorney David M. Grant founded the St. Louis branch of the March on Washington Movement (MOWM). After years of working as a union organizer, in 1950 he became president of the organization. In 1960 he defeated incumbent state senator Ernest J. Hogan in the Democratic Party primary and won election to the Missouri Senate. He served for 10 years, helping pass landmark civil rights legislation for fairer employment practices. Helena, Arkansas
Helena is the eastern portion of Helena–West Helena, Arkansas, a city in Phillips County, Arkansas, located on the west bank of the Mississippi River. It was founded in 1833 by Nicholas Rightor and is named after the daughter of Sylvanus Phillips, an early settler of Phillips County and the namesake of Phillips County. The Missouri Senate is the upper chamber of the Missouri General Assembly. It has 34 members, representing districts with an average population of 181,000. Its members serve four-year terms, with half the seats being up for election every two years. The Senate chooses a President Pro Tempore to serve in the absence of the lieutenant governor or when he shall have to exercise the office of Governor of the State of Missouri, governor of Missouri if there is a vacancy in that office due to death, resignation, impeachment, or incapacitation. Brotherhood Of Sleeping Car Porters
Founded in 1925, the Brotherhood of Sleeping Car Porters and Maids (commonly referred to as the Brotherhood of Sleeping Car Porters, BSCP) was the first labor organization led by African Americans to receive a charter in the American Federation of Labor (AFL). The BSCP gathered a membership of 18,000 passenger railway workers across Canada, Mexico, and the United States. Beginning after the American Civil War, the job of Pullman porter had become an important means of work by African-Americans. The leaders of the BSCP—including Asa Philip Randolph, A. Philip Randolph, its founder and first president, Milton Webster, vice president and lead negotiator, and C. L. March On Washington Movement
The March on Washington Movement (MOWM), 1941–1946, organized by activists A. Philip Randolph and Bayard Rustin was a tool designed to pressure the U.S. government into providing fair working opportunities for African Americans and desegregating the armed forces by threat of mass marches on Washington, D.C. during World War II. When President Roosevelt issued Executive Order 8802 in 1941, prohibiting discrimination in the defense industry under contract to federal agencies, and creating the first federal agency concern with discrimination, the Fair Employment Practices Committee, Randolph and collaborators called off the initial march. Randolph continued to promote nonviolent actions to advance goals for African Americans.
