Target Approval And Review Committee
A branch of the Canadian Security Intelligence Service (CSIS), the Target Approval and Review Committee (TARC) grants or denies the ability to put a suspect or group under surveillance and open a clandestine investigation. It is chaired by the Director of CSIS (currently David Vigneault), senior CSIS officers and representatives from the Department of Justice and Deputy Minister of Public Safety and Emergency Preparedness. In March 1991, TARC amended their previous regulations, and included a requirement that the Solicitor General must be consulted before allowing any investigation. "The range of investigative techniques to be deployed under this authorization will be subject to consultation with the Minister." The Canadian Security Intelligence Service (CSIS, ; french: Service canadien du renseignement de sécurité, ''SCRS'') is Canada's primary national intelligence agency. It is responsible for collecting, analysing, reporting and disseminating intelligence on threats to Canada's national security, and conducting operations, covert and overt, within Canada and abroad. The agency also reports to and advises the minister of public safety on national security issues and situations that threaten the security of the nation. CSIS is headquartered in Ottawa, Ontario, in a purpose-built facility completed in 1995. The agency is responsible to Parliament through the minister of public safety, and it is overseen by the National Security and Intelligence Review Agency. David Vigneault is a Canadian civil servant who has served as the 9th and current director of the Canadian Security Intelligence Service (CSIS). Biography Vigneault worked at the Canada Border Services Agency and was promoted to "assistant director of intelligence" at the CSIS. Vigneault previously served with Assistant Director, Intelligence, and Assistant Director, Secretariat. He also served as Director, Transnational Security at the Communications Security Establishment, Executive Assistant to Deputy Minister of National Defence. Vigneault progressed to the position of "assistant secretary to cabinet advising on security and intelligence" in 2013. Wolfgang Walter Droege (or Dröge) (25 September 1949 – 13 April 2005) was a German-born Canadian white supremacist, neo-Nazi and founding leader of the Heritage Front. Biography Early life Droege was born in Forchheim, Germany. His parents and grandparents had been enthusiastic supporters of the Nazi Party, and Julius Streicher was a friend of the family. Droege and his mother moved to Canada in 1962. In 1967, he moved back to Germany to join the military but was rejected for health reasons. The Federal Court of Canada, which succeeded the Exchequer Court of Canada in 1971, was a national court of Canada that had limited jurisdiction to hear certain types of disputes arising under the federal government's legislative jurisdiction.
