Aide-mémoire
In diplomatic correspondence, an aide-mémoire is a proposed agreement or negotiating text circulated informally among delegations for discussion without committing the originating delegation's country to the contents. It has no identified source, title, or attribution and no standing in the relationship involved. Such a text is also referred to as a non-paper in many international organizations, including the General Agreement on Tariffs and Trade/World Trade Organization and sometimes within the European Union. Diplomatics (in American English, and in most anglophone countries), or diplomatic (in British English), is a scholarly discipline centred on the critical analysis of documents, especially historical documents. It focuses on the conventions, protocols and formulae that have been used by document creators, and uses these to increase understanding of the processes of document creation, of information transmission, and of the relationships between the facts which the documents purport to record and reality. The discipline originally evolved as a tool for studying and determining the authenticity of the official charters and diplomas issued by royal and papal chanceries. It was subsequently appreciated that many of the same underlying principles could be applied to other types of official document and legal instrument, to non-official documents such as private letters, and, most recently, to the metadata of electronic records. General Agreement On Tariffs And Trade
The General Agreement on Tariffs and Trade (GATT) is a legal agreement between many countries, whose overall purpose was to promote international trade by reducing or eliminating trade barriers such as tariffs or quotas. According to its preamble, its purpose was the "substantial reduction of tariffs and other trade barriers and the elimination of preferences, on a reciprocal and mutually advantageous basis". The GATT was first discussed during the United Nations Conference on Trade and Employment and was the outcome of the failure of negotiating governments to create the International Trade Organization (ITO). It was signed by 23 nations in Geneva on 30 October 1947, and was applied on a provisional basis 1 January 1948. The World Trade Organization (WTO) is an intergovernmental organization headquartered in Geneva, Switzerland that regulates and facilitates international trade.
