Time to value (TTV) is a measure of the length of time necessary to undertake a project and realize the benefits of the solution. The concept is used to help decision makers evaluate the proposed benefit of an investment in time and/or money. It is a similar concept to return on investment (ROI), but instead of realizing the financial success of an investment, it implies achieving the ''effectiveness'' of an investment. This is applied mostly to added technology— data center hardware, network infrastructure, system security, etc. whereby the promised improvement becomes measurable. Thistle TV was a locally broadcast commercial television station for Lanarkshire, Scotland, which launched as "Lanarkshire TV", and operated from April 1999 until May 2005. Lanarkshire TV Lanarkshire TV (LTV) was set up with a £2,000, four-year licence from the ITC and was the model for up to 60 other local television stations that were expected to start transmitting in subsequent years. TTV (Twoja Telewizja; ') is the first Polish, social-intervention television channel. It was launched on January 2, 2012. TTV broadcasts of a news and entertainment programs. The channel cooperates with TVN 24. History In September 2011, Stavka and the TVN Group concluded an agreement on a close cooperation in the field of technology, advertising and programming. Originally, the channel was supposed to broadcast under the name ''U-TV'', but the broadcaster requested before the launch to change the record in the concession received.
