Michelle Ugenti-Rita
Michelle Ugenti-Rita (born June 28, 1980) is an American politician and a former Republican member of the Arizona State Senate representing District 23 from 2019 to 2023. She previously served in the Arizona House of Representatives from 2013 to 2019. Ugenti served consecutively from January 10, 2011 until January 14, 2013 in the District 8 seat. She was a candidate for Secretary of State of Arizona in the 2022 election, but lost in the Republican primary. Education She attended Desert Mountain high school. Ugenti graduated from Arizona State University in 2003 with a degree in business administration. Career In 2017, Ugenti was the only Republican to oppose a 'Blue Lives Matter' bill that toughens penalties for assaulting off-duty police. Arizona's 23rd Legislative District
Arizona's 23rd legislative district is one of 30 in the state, consisting of sections of Maricopa County, Pima County, Pinal County, and Yuma County. As of 2023, there are 65 precincts in the district, with a total registered voter population of 121,771. The district has an overall population of 232,246. Following the 2020 United States redistricting cycle, the Arizona Independent Redistricting Commission (AIRC) redrew legislative district boundaries in Arizona. The 23rd district was drawn as a majority Latino constituency, with 62% of residents being Hispanic or Latino. According to the AIRC, the district is outside of competitive range and considered leaning Democratic. Blue Lives Matter (also known as Police Lives Matter) is a countermovement in the United States advocating that those who are prosecuted and convicted of killing law enforcement officers should be sentenced under hate crime statutes. It was started in response to Black Lives Matter after the homicides of NYPD officers Rafael Ramos and Wenjian Liu in Brooklyn, New York on December 20, 2014. Despite criticism by the ACLU and others, including supporters of enhanced penalties for crimes against police officers, the Blue Lives Matter movement resulted in a state law in Louisiana (HB953) making it a hate crime to target police officers, firefighters, and emergency medical service personnel and exemplifying some of the movement's main problems. Franklin M. Pratt (August 27, 1942 – September 21, 2021) was an American politician who served as a Republican member of the Arizona State Senate. He had previously been a member of the Arizona House of Representatives, representing District 8. Pratt served consecutively from January 2009 until January 14, 2013, in the District 23 seat. John Fillmore is an American politician and a former Republican member of the Arizona House of Representatives representing District 16 from 2019 to 2023. Fillmore also previously served in the Arizona House of Representatives from 2011 to 2013 from District 23. John Kavanagh (born June 5, 1950) is an American politician who has served in both houses of the Arizona State Legislature since 2007. He is currently representing the 3rd legislative district in the Arizona Senate since 2023. The Arizona State Senate is part of the Arizona Legislature, the state legislature of the US state of Arizona. The Senate consists of 30 members each representing an average of 219,859 constituents (2009 figures). Members serve two-year terms with term limits that limit Senators to four terms for a total of eight years. Members of the Republican Party are currently the majority in the Senate. There is currently 16 women serving in the Senate after Raquel Terán was appointed, making it the first time a majority of the body was composed of female members.
