Mission Essential Functions
Continuity of Operations (COOP) is a United States federal government initiative, required by U.S. Presidential Policy Directive 40 (PPD-40), to ensure that agencies can continue performance of essential functions under a broad range of circumstances. PPD-40 specifies particular requirements for continuity plan development, including the requirement that all federal executive branch departments and agencies develop an integrated, overlapping continuity capability that supports the eight National Essential Functions described in the document. The Federal Emergency Management Agency guides the private sector for business continuity planning purposes. A continuity plan is essential to help identify critical functions and develop preventative measures to continue important functions should disruption occur. History A Continuity of Operations Plan (or Continuity of Government Plan) has been a part of U.S. government operations since President Dwight D. Eisenhower provided (via executi ...

Fibroblast
A fibroblast is a type of cell (biology), biological cell typically with a spindle shape that synthesizes the extracellular matrix and collagen, produces the structural framework (Stroma (tissue), stroma) for animal Tissue (biology), tissues, and plays a critical role in wound healing. Fibroblasts are the most common cells of connective tissue in animals. Structure Fibroblasts have a branched cytoplasm surrounding an elliptical, speckled cell nucleus, nucleus having two or more nucleoli. Active fibroblasts can be recognized by their abundant rough endoplasmic reticulum (RER). Inactive fibroblasts, called 'fibrocytes', are smaller, spindle-shaped, and have less RER. Although disjointed and scattered when covering large spaces, fibroblasts often locally align in parallel clusters when crowded together. Unlike the epithelial cells lining the body structures, fibroblasts do not form flat monolayers and are not restricted by a polarizing attachment to a basal lamina on one side, a ...

Myocyte Enhancer Factor
In the field of molecular biology, myocyte enhancer factor-2 (Mef2) proteins are a family of transcription factors which through control of gene expression are important regulators of cellular differentiation and consequently play a critical role in embryonic development. In adult organisms, Mef2 proteins mediate the stress response in some tissues. Mef2 proteins contain both MADS-box and Mef2 DNA-binding domains. Discovery Mef2 was originally identified as a transcription factor complex through promoter analysis of the muscle creatine kinase (mck) gene to identify nuclear factors interacting with the mck enhancer region during muscle differentiation. Three human mRNA coding sequences designated RSRF (Related to Serum Response Factor) were cloned and shown to dimerize, bind a consensus sequence similar to the one present in the MCK enhancer region, and drive transcription. RSRFs were subsequently demonstrated to encode human genes now named Mef2A, Mef2B and Mef2D. Speci ...

Museo Paleontológico Egidio Feruglio
The Museum of Paleontology Egidio Feruglio (MEF, in ) is a science research and exhibition center in Trelew city, Patagonia, Argentina. Its permanent and travelling exhibitions focus on the fossil remains of fauna and flora of Patagonia, and the changes that affected the region over geological time. The museum is named for geologist Egidio Feruglio. MEF is one of Argentina's main scientific institutions, with a robust research program in areas including vertebrate and invertebrate paleontology, paleobotany, and ichnology, and has a group focusing on plants in semi-desert environments. MEF exhibitions MEF's permanent exhibition is a journey into the natural past of Patagonia. It begins about 10,000 years ago, with the first human settlements in the area. In each room, specimens from both terrestrial and marine life forms are shown for each geological period, up to the early Paleozoic. The Mesozoic hall depicting the giant dinosaurs of Patagonia is perhaps the most popular attr ...

Mouse Embryonic Fibroblast
Mouse Embryonic Fibroblasts (MEFs) are a type of fibroblast prepared from mouse embryo. MEFs show a spindle shape when cultured ''in vitro'', a typical feature of fibroblasts. The MEF is a limited cell line. After several transmissions, MEFs will senesce and finally die off. Nevertheless, researchers can use several strategies, like virus infection or repeated transmission to immortalize MEF cells, which can let MEFs grown indefinitely in spite of some changes in characters. MEFs are widely used in life science researches, especially in stem cell biology. Preparation and culture To prepare MEFs, pregnant female mice are needed. After killing the female mouse, the researcher should incise its stomach and then detach the embryo from the placenta in a Biosafety Cabinet. Then the liver and head should be taken out. Finally digest the remains by enzymes to obtain single isolated cells and culture the cells in a tissue culture dishes. MEF cells can be cultured ''in vitro'' in DMEM m ...

Energy Star
Energy Star (trademarked ENERGY STAR) is an Efficient energy use, energy-efficiency program established in 1992. It is administered by the U.S. Environmental Protection Agency (EPA) in partnership with the U.S. Department of Energy (DOE). The EPA establishes energy efficiency specifications, and those that meet these specifications are eligible to display the ENERGY STAR logo. More than 75 product categories are eligible for the ENERGY STAR label, including appliances, electronics, lighting, heating and cooling systems, and commercial equipment such as food service products. In the United States, the ENERGY STAR label often appears with the EnergyGuide label of eligible appliances to highlight energy-efficient products and compare energy use and operating costs. One of the most successful voluntary initiatives introduced by the U.S. government, the program has saved 5 trillion kilowatt-hours of electricity, more than US$500 billion in energy costs, and prevented 4 billion metric ...

Modernized E-File
Modernized e-File (MeF) is an electronic system for filing tax returns with the Internal Revenue Service (IRS) of the United States. The MeF system describes tax forms in terms of XML and supports web-based filing. Modernized e-File was originally introduced in 2004, exclusively for corporate tax returns. Initially, there was only support for Form 1120 and related forms, but each year additional corporate tax forms were supported. Beginning with tax year 2009, the IRS will extend the Modernized e-File program to cover the 1040 series of forms for income tax returns filed by individuals. The IRS expects to accept the first MeF-based individual income tax filings in 2010.{{Cite web, url=https://www.irs.gov/uac/free-file-do-your-federal-taxes-for-free, title=Free File: Do Your Federal Taxes for Free, last=, first=, date=, website=www.irs.gov, publisher=Internal Revenue Service, access-date=2016-09-04 In the initial phase, MeF for individual returns will support form 1040, schedules A ...

Peak Expiratory Flow
The peak expiratory flow (PEF), also called peak expiratory flow rate (PEFR) and peak flow measurement, is a person's maximum speed of expiration, as measured with a peak flow meter, a small, hand-held device used to monitor a person's ability to breathe out air. It measures the airflow through the bronchi and thus the degree of obstruction in the airways. Peak expiratory flow is typically measured in units of liters per minute (L/min). Function Peak flow readings are higher when patients are well, and lower when the airways are constricted. From changes in recorded values, patients and doctors may determine lung functionality, the severity of asthma symptoms, and treatment. Measurement of PEFR requires training to correctly use a meter and the normal expected value depends on the patient's sex, age, and height. It is classically reduced in obstructive lung disorders such as asthma. Due to the wide range of 'normal' values and the high degree of variability, peak flow is not the ...
