Local Transport Plan
Local transport plans, divided into full local transport plans (LTP) and local implementation plans for transport (LIP), are an important part of transportation planning, transport planning in England. Strategic transport authorities (county councils, unitary authority, unitary authorities, passenger transport authority, passenger transport authorities and London Borough councils), are expected to prepare them as forward-looking plans covering a number of years (typically five years), and present them to the Department for Transport (DfT). For instance, Oxfordshire County Council developed its second LTP in April 2006, and the LTP was implemented until March 2011. Different arrangements apply to Scotland, Wales and Northern Ireland as transport is a devolved matter. Devolved
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Thus, the state remains ''de jure'' unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. Usually, this is done to promote more desirable social and environmental outcomes as well as a more efficient use of resources. Greater London Authority Act 1999
The Greater London Authority Act 1999 (c. 29) is the Act of Parliament that established the Greater London Authority, the London Assembly and the Mayor of London. Background Before the creation of the Greater London Authority, there was no single entity managing the entirety of London. Governance of the city was fragmented, and responsibilities for planning, transport, and other city-wide matters were divided between local boroughs and national authorities. In 1965, the Greater London Council was established, covering a broader area. It managed transport, strategic planning, and services across Greater London. The Greater London Council, however, was dissolved in 1986 by the Local Government Act 1985 and its powers were devolved to the London boroughs and other entities. Transport Act 2000
The Transport Act 2000 (c. 38) is an Act of Parliament, Act of the Parliament of the United Kingdom. It provided for a number of measures regarding transport in Great Britain; the first major change in the structure of the privatised railway system established under the Railways Act 1993. Railways The Director of Passenger Rail Franchising and the British Railways Board were both abolished and their functions transferred to the Strategic Rail Authority. The Act provides the framework for the railway byelaws. Aviation The Act laid down the framework for the creation of a public-private partnership (effectively privatisation) of National Air Traffic Services. Mayor Of London
The mayor of London is the chief executive of the Greater London Authority. The role was created in 2000 after the Greater London devolution referendum in 1998, and was the first directly elected mayor in the United Kingdom. The current mayor is Sadiq Khan, who took office on 9 May 2016. The position was held by Ken Livingstone from the creation of the role on 4 May 2000 until he was defeated in May 2008 by Boris Johnson, who then also served two terms before being succeeded by Khan.
