Altheimer is a city in Plum Bayou Township, Jefferson County, Arkansas. It is situated on the Union Pacific Railway, northeast of Pine Bluff. Pine Bluff is the eleventh-largest city in the state of Arkansas and the county seat of Jefferson County. It is the principal city of the Pine Bluff Metropolitan Statistical Area and part of the Little Rock- North Little Rock-Pine Bluff Combined Statistical Area. In essence, it is a sort of lease or time-buy. Under Federal Communications Commission (FCC) regulations, a local marketing agreement must give the company operating the station (the "senior" partner) under the agreement control over the entire facilities of the station, including the finances, personnel and programming of the station.
