The Gawad sa Kaunlaran () is awarded by the Chief of Staff of the Armed Forces of the Philippines, Area Command, and Major Service Commanders to Philippine citizens. It is the second highest distinction presented by the Armed Forces of the Philippines to civilians and government officials. Jovito Salvaña Palparan Jr. (born September 11, 1950) is a retired Army general, former politician, and a convicted criminal. From July 2003 to July 2004, he was the commander of the Philippine Humanitarian Contingent in the Iraq War.
