Frederick D. White
Lieutenant-Colonel Frederick D. White (February 16, 1847 – September 27, 1918) was a Canadian civil servant who served as the first commissioner of the Northwest Territories. Born in Birmingham, White immigrated to British North America in 1862 at the age of 15, and worked for some time for the Grand Trunk Railway at Montreal. He entered the Canadian Department of Justice in 1869 as a third-class clerk, becoming Chief Clerk in 1876. He was later transferred to the Department of the Secretary of State, where he was made the clerk in charge of the North-West Mounted Police in 1876. In 1880 he was appointed private secretary to Sir John A. Macdonald. The same year he was appointed Comptroller of the NWMP, holding the post until 1913. The commissioner of the Northwest Territories () is the Government of Canada's representative in the Northwest Territories. Similar in certain functions to a lieutenant governor, the commissioner swears in the members of the legislative assembly, swears in members of the executive council, assents to bills, opens sessions of the legislative assembly, and signs other government documents such as Orders in Council. Earlier commissioners were mostly deputy ministers in various ministries (Minister of the Interior, Mines, Mines and Resources). The Most Distinguished Order of Saint Michael and Saint George is a British order of chivalry founded on 28 April 1818 by George, Prince of Wales (the future King George IV), while he was acting as prince regent for his father, King George III. The coronation was postponed because the King had been taken ill two days before, but he ordered that the honours list should be published on that day anyway. In Canada, a deputy minister (DM; ) is the senior civil servant in a government organization, who acts as deputy head. Deputy ministers take political direction from a minister of the Crown, who is typically an elected member of Parliament and responsible for the department. The Canadian position is equivalent to the position of permanent secretary in the United Kingdom and the Australian position of departmental secretary. Sir John Alexander Macdonald (10 or 11January 18156June 1891) was the first prime minister of Canada, serving from 1867 to 1873 and from 1878 until his death in 1891. North-West Mounted Police
The North-West Mounted Police (NWMP) was a Canadian paramilitary police force, established in 1873, to maintain order in the new Canadian North-West Territories (NWT) following the 1870 transfer of Rupert's Land and North-Western Territory to Canada from the Hudson's Bay Company, the Red River Rebellion and in response to lawlessness, demonstrated by the subsequent Cypress Hills Massacre and fears of United States military intervention. The NWMP combined military, police and judicial functions along similar lines to the Royal Irish Constabulary. A small, mobile police force was chosen to reduce potential for tensions with the United States and First Nations in Canada, First Nations.
