EQUAL Community Initiative
EQUAL was a Community Initiative within the European Social Fund of the European Union. It concerned “transnational co-operation to promote new means of combating all forms of discrimination and inequalities in connection with the labour market”. It ran from 2001 till 2007 with a budget of some €3 billion of EU resources, matched by a similar sum from national resources. EQUAL was part of the European Union's strategy for "more and better jobs" and for ensuring that no-one is denied access to them. It tested new ways of tackling discrimination and inequality experienced by those in work and those looking for a job. From 2008 it has been discontinued, but its principles were intended to be incorporated into the mainstream Structural Funds. European Social Fund
The European Social Fund Plus (ESF+) is one of the European Structural and Investment Funds (ESIFs), which are dedicated to improving social cohesion and economic well-being across the regions of the Union. The funds are redistributive financial instruments that support cohesion within Europe by concentrating spending on the less-developed regions. It is the European Union's main financial instrument for supporting employment in the member states of the European Union as well as promoting economic and social cohesion, created by merging the existing European Social Fund with the EU Fund for European Aid to the Most Deprived (FEAD) and the EU Programme for Employment and Social Innovation (EaSI) in 2021. Asylum Seeker
An asylum seeker is a person who leaves their country of residence, enters another country, and makes in that other country a formal application for the right of asylum according to the Universal Declaration of Human Rights Article 14. A person keeps the status of asylum seeker until the right of asylum application has concluded. The relevant immigration authorities of the country of asylum determine whether the asylum seeker will be granted the right of asylum protection or whether asylum will be refused and the asylum seeker becomes an illegal immigrant who may be asked to leave the country and may even be deported in line with non-refoulement. Social Exclusion
Social exclusion or social marginalisation is the social disadvantage and relegation to the fringe of society. It is a term that has been used widely in Europe and was first used in France in the late 20th century. In the EU context, the European Commission defines it as ''"a situation whereby a person is prevented (or excluded) from contributing to and benefiting from economic and social progress"''. It is used across disciplines including education, sociology, psychology, healthcare, politics and economics. Community Of Practice
A community of practice (CoP) is a group of people who "share a concern or a passion for something they do and learn how to do it better as they interact regularly". The concept was first proposed by cognitive anthropologist Jean Lave and educational theorist Etienne Wenger in their 1991 book ''Situated Learning''. Wenger significantly expanded on this concept in his 1998 book ''Communities of Practice''. A CoP can form around members' shared interests or goals. Through being part of a CoP, the members learn from each other and develop their identities. Transnationality
Transnationality is the principle of acting at a Geography, geographical scale larger than that of states, so as to take into account the interests of a Supranational union, supranational entity. Transnational policies or programmes are not simply aggregations of national policies or programmes, but seek to submerge these within a greater whole.
