The Education Facilities Clearinghouse (EFC) is a program of the United States Department of Education (DoED) which provides support to educational facilities "on issues related to planning, design, financing, construction, improvement, operation, and maintenance" through technical assistance and training as well as dissemination of research on these issues. The program was established in 1998 and in the past has been implemented as the National Clearinghouse for Educational Facilities (1998–2010) and the American Clearinghouse on Educational Facilities (2010–2013). Étoile Football Club was a professional association football, football club from France based in Commonwealth, Singapore, Commonwealth, Singapore, that was formed to play in Singaporean S.League in 2010. Expansionary Fiscal Contraction
The Expansionary Fiscal Contraction (EFC) hypothesis predicts that, under certain circumstances, a major reduction in government spending (such as austerity measures) that changes future expectations about taxes and government spending will expand private consumption, resulting in overall economic expansion. This hypothesis was introduced by Francesco Giavazzi and Marco Pagano in 1990 in a paper that used the fiscal restructurings of Denmark and Ireland in the 1980s as examples. The concept that fiscal contraction can result in growth is commonly known as "expansionary austerity". Theoretical basis The authors describe this as the "German view" of budget-cutting. The German view also includes the more traditional assumption that reducing government expenditures as a percent of GDP will lessen crowding out, making "room for the private sector to expand" which only operates when the economy is near full employment. The Emergency Fleet Corporation (EFC) was established by the United States Shipping Board, sometimes referred to as the War Shipping Board, on 16 April 1917 pursuant to the Shipping Act (39 Stat. 729) to acquire, maintain, and operate merchant ships to meet national defense, foreign and domestic commerce during World War I. The Edmonton Flying Club, home of the Edmonton Flight College, is a flying club and flight school located just west of Edmonton, Alberta, Canada. It operates from Parkland Airport in Parkland County. It was founded in 1927 as the Edmonton and Northern Alberta Aero Club. The club's first president was Canadian World War I flying ace, Wilfrid R. "Wop" May. Capacity credit (CC, also capacity value or de-rating factor) is the fraction of the installed capacity of a power plant which can be relied upon at a given time (typically during system stress), frequently expressed as a percentage of the nameplate capacity. A conventional ( dispatchable) power plant can typically provide the electricity at full power as long as it has a sufficient amount of fuel and is operational, therefore the capacity credit of such a plant is close to 100%; it is exactly 100% for some definitions of the capacity credit (see below). Electronic toll collection (ETC) is a wireless system to automatically collect the usage fee or toll charged to vehicles using toll roads, HOV lanes, toll bridges, and toll tunnels. It is a faster alternative which is replacing toll booths, where vehicles must stop and the driver manually pays the toll with cash or a card. In most cases, vehicles using the system are equipped with an automated radio transponder device. When the vehicle passes a roadside toll reader device, a radio signal from the reader triggers the transponder, which transmits back an identifying number which registers the vehicle's use of the road, and an electronic payment system charges the user the toll. A major advantage is the driver does not have to stop, reducing traffic delays. Electronic tolling is cheaper than a staffed toll booth, reducing transaction costs for government or private road owners.
