Charles Farr (civil Servant)
Sir Charles Blandford Farr (15 July 1959 – 15 February 2019) was a British civil servant, intelligence officer, and diplomat. He was Chairman of the Joint Intelligence Committee and Head of the Joint Intelligence Organisation at the Cabinet Office until his death in February 2019. Before that, from 2007 until 2015 Farr was the Director of the Office for Security and Counter-Terrorism (OSCT) at the United Kingdom's Home Office. Early life and education Farr was educated at Monkton Combe School, then an all-boys private boarding school in Somerset. He studied at Magdalen College, Oxford, where he completed a DPhil in the philosophy of aesthetics. Career Farr worked for the Secret Intelligence Service (MI6) in Afghanistan in the 1980s, in southern Africa and the Middle East. Joint Intelligence Committee (United Kingdom)
The Joint Intelligence Committee (JIC) is an interagency deliberative body of the United Kingdom responsible for intelligence assessment, coordination, and oversight of the Secret Intelligence Service, Security Service, GCHQ, and Defence Intelligence. The JIC is supported by the Joint Intelligence Organisation under the Cabinet Office. History The JIC was founded on 7 July 1936 as a sub-committee of the Committee of Imperial Defence, the advisory peacetime defence planning agency. During World War II, it became the senior intelligence assessment body in the UK. ''The Guardian'' is a British daily newspaper. It was founded in Manchester in 1821 as ''The Manchester Guardian'' and changed its name in 1959, followed by a move to London. The Terrorism Prevention and Investigation Measures Act 2011 (c. 23) is an act of the Parliament of the United Kingdom that abolished control orders and provides new powers to allow the Home Secretary to impose restrictions on the behaviour of a specified individual via means of a "TPIM" notice. TPIM notices can include restrictions on movement, financial activity and communication. Control Order
A control order is an order made by the Home Secretary of the United Kingdom to restrict an individual's liberty for the purpose of "protecting members of the public from a risk of terrorism". Its definition and power were provided by Parliament in the Prevention of Terrorism Act 2005. Control orders were also included in the Australian Anti-Terrorism Act 2005. The control orders section of the Prevention of Terrorism Act provides for extremely limited rights of appeal and the absence of double jeopardy restrictions (i.e. if a recipient managed to win an appeal in the Court of Appeal or other tribunal, the Home Office could simply re-apply the same order again). Inayat Bunglawala
Inayat Bunglawala was media secretary of the Muslim Council of Britain until 2010. He joined The Young Muslims UK in 1987. He is also a co-presenter of the weekly 'Politics and Media Show' on the Islam Channel (SKY 813). Prevent Strategy
CONTEST is the United Kingdom's counter-terrorism strategy, first developed by Sir David Omand and the Home Office in early 2003 as the immediate response to 9/11, and a revised version was made public in 2006. Further revisions were published on 24 March 2009, 11 July 2011 and June 2018. An Annual Report on the implementation of CONTEST was released in March 2010 and in April 2014. Quilliam (think Tank)
Quilliam was a British think tank co-founded in 2008 by Maajid Nawaz that focused on counter-extremism, specifically against Islamism, which it argued represents a desire to impose a given interpretation of Islam on society. Founded as The Quilliam Foundation and based in London, it claimed to lobby government and public institutions for more nuanced policies regarding Islam and on the need for greater democracy in the Muslim world whilst empowering "moderate Muslim" voices. The organisation opposed any Islamist ideology and championed freedom of expression. 2006 Transatlantic Aircraft Plot
The 2006 transatlantic aircraft plot was a terrorist plot to detonate liquid explosives, carried aboard airliners travelling from the United Kingdom to the United States and Canada, disguised as soft drinks. The plot was discovered by British Metropolitan Police during an extensive surveillance operation. As a result of the plot, unprecedented security measures were initially implemented at airports. The measures were gradually relaxed during the following weeks, but passengers are still not allowed to carry liquid containers larger than 100 ml onto commercial aircraft in their hand luggage in the UK and most other countries, .
