Bill Bell (West Virginia Politician)
William Bell is an American politician serving as a Republican member of the West Virginia House of Delegates for the 8th district. In July 2025, he was appointed by Governor Patrick Morrisey to replace David Kelly, who left the House to become the Commissioner of the Division of Corrections and Rehabilitation. Bell serves on the Paden City Common Council, is a social studies teacher for Wetzel County Schools, and is an adjunct faculty member at West Virginia University at Parkersburg. He graduated from WVU Parkersburg with a bachelor’s degree in elementary education. David Kelly (politician)
David Kelly (Born November 8, 1956) is an American politician who served in the West Virginia House of Delegates from 2018 to 2025. Kelly is a Republican. Early life, education, and career Kelly was born in Petersburg, West Virginia to Darlene Dotson Kelly and John E. Kelly. He has a PhD in divinity. Kelly served 20 years in law enforcement, including two terms as a sheriff. He also served as the Tyler County commissioner before running to be a delegate. Elections 2018 In his primary, Kelly defeated fellow Republican Alex King with 53.05% of the vote to earn the nomination. Kelly defeated Democrat T. Chris Combs and Independent J. Scott Beaver with 67.05% of the vote in the general election. 2020 In his second primary election, Kelly ran unopposed. Wetzel County, West Virginia
Wetzel County is a county in the U.S. state of West Virginia. As of the 2020 census, the population was 14,442. Its county seat is New Martinsville. The county, founded in 1846, is named for Lewis Wetzel, a famous frontiersman and Indian fighter. Paden City is a city in Tyler and Wetzel counties in the U.S. state of West Virginia, along the Ohio River. It was incorporated in 1916. The population was 2,550 at the 2020 census.
