Azerbaijani State Security Service
The State Security Service (; DTX) is the principle domestic intelligence agency and secret police of Azerbaijan, created out of the 2015 dissolution of the Ministry of National Security. The DTX was established by Presidential Decree 706 of December 14, 2015, issued by Ilham Aliyev. Headquartered in Baku, the agency has been led by Colonel General Ali Naghiyev since June 2019. Its foreign intelligence counterpart is the Foreign Intelligence Service. The politics of Azerbaijan take place in an Authoritarianism, authoritarian system where elections are not free and fair, political opponents are repressed, civil rights are limited, human rights in Azerbaijan, human rights abuses are widespread, corruption is rampant, and power is concentrated in the hands of President Ilham Aliyev and his extended family. Azerbaijan is nominally a Semi-presidential system, semi-presidential republic, with the President of Azerbaijan as the head of state, and the Prime Minister of Azerbaijan as head of government. Heydar Aliyev
Heydar Alirza oghlu Aliyev (10 May 1923 – 12 December 2003) was an Azerbaijani politician who was a Soviet party boss in the Azerbaijan Soviet Socialist Republic from 1969 to 1982, and the third president of Azerbaijan from October 1993 to October 2003. He was a high-ranking official in the KGB of the Azerbaijan SSR, serving for 28 years in Soviet state security organs (1941–1969). He governed Soviet Azerbaijan from 1969 to 1982 as First Secretary of the Communist Party of Azerbaijan. He held the post of First Deputy Premier of the Soviet Union from 1982 to 1987. He rose through the ranks due to his close associations with Leonid Brezhnev and Yuri Andropov. Sabail raion () is one of the 12 raions of the capital city of Baku, located on the Caspian shore. It is the oldest district in the city. It contains the Old City of Baku and the Baku Boulevard, as well as the settlements Badamdar and Bibiheybət, the administrative territorial divisions no. 1 and no. 2, the municipalities of Badamdar, Bibiheybət and Sabail, and is bordered by the raions of Nasimi, Yasamal and Garadagh. Badamdar is a municipality in Baku, Azerbaijan. It has a population of 11,871. The name Badamdar () is from Persian ''Badam'' (), ‘almonds’ and ''dar'' (), ‘tree’. It is located in Sabail district, to the south of Baku. In Sebail district, there are three municipalities: Badamdar, Sabail, and Bibiheybet.
