Antonio Fortún
Antonio Fortún (ca. 1800 – ca. 1860) was the first corregidor Mayor of Ponce, Puerto Rico. He was the top civil authority in the municipality of Ponce from April 1850 to 8 January 1851. He was a Spanish military officer with the rank of Coronel. Mayoral term As corregidor, he had been named by the Spanish Crown to serve as Alcalde, but had both administrative duties and judicial powers. Fortún was he first corregidor in Ponce. It resulted from the Spanish Crown Order of 13 December 1849, which mandated Puerto Rico Provincial governor Juan de la Pezuela to institute a corregidor in Ponce. This he did via his Announcement dated 19 March 1850. In the following month (April), Antonio Fortún took over. Flavius Dede
Flavius Dede (c. 1800 – c. 1870) was Mayor of Ponce, Puerto Rico, from 1 January 1850 to 31 March 1850. Background Dede arrived in Ponce in 1826, presumably --according to Scarano-- lured by the promising prospects of the sugar trade. As a young man, he first worked in the merchant firm of Germany's consul in Ponce, Thomas Davidson. By 1831, Dede had established his own merchant firm together with another German emigre, Ernst W. Overmann. In 1841–1842, the partnership purchased Hacienda Flacas, a large estate consisting of some 250 cuerdas of land. His association with Overmann lasted until 1865 when the civil war in the United States led to a precipitous drop in sugar trade and their hacienda went bankrupt. Introduction to politics In 1836, Dede had been one of a team of three assistants to Barrio Playa mayor Sargent Rafael Muñoz. Corregidor (position)
A ''corregidor'' () was a local administrative and judicial official in Spanish Empire. They were the representatives of the royal jurisdiction over a town and its district. He was the highest authority of a ''corregimiento''. In the Spanish Americas and the Spanish Philippines, a ''corregidor'' was often called an ''alcalde mayor''. They began to be appointed in Pre-Spanish Imperial fourteenth century Castile. Development in Spain The idea of appointing Crown officials to oversee local affairs was inspired by the late-medieval revival of Roman law. The goal was to create an administrative bureaucracy, which was uniformly trained in the Roman model. In spite of the opposition of council towns and the ''Cortes'' (Parliament), Castilian kings began to appoint direct representatives in towns during fourteenth century. Alcalde (; ) is the traditional Spanish municipal magistrate, who had both judicial and administrative functions. An ''alcalde'' was, in the absence of a corregidor, the presiding officer of the Castilian '' cabildo'' (the municipal council) and judge of first instance of a town. ''Alcaldes'' were elected annually, without the right to reelection for two or three years, by the ''regidores'' (council members) of the municipal council. This is a list of mayors of Ponce, Puerto Rico's southern economic center, the island's second largest and second most important city.
