Gibraltar Legislative Council
The Gibraltar Legislative Council was the legislature of Gibraltar created in 1950 and sat until the creation of the Gibraltar House of Assembly in 1969. History Prior to 1950, the Governor-in-Council retained the legislative power in the then Crown colony. The creation of the legislature gave some limited autonomy, with seven members of the Legislative Council being elected from the 1950s on. The legislature sat at the Legislative Council Building at John Mackintosh Square. Elections Elections were held every three years. In an election held on 19 September 1956, ten candidates contested the seven elected seats. There was a turnout of 58.2 per cent, and the winners were Joshua Hassan, Abraham Serfaty, J. E. Joshua Hassan
Sir Joshua Abraham Hassan (21 August 1915 – 1 July 1997), nicknamed "''Salvador''" (''Saviour''), was a Gibraltarian politician, and first mayor and Chief Minister of Gibraltar, serving four terms as chief minister for a total of over 20 years. He is seen as the key figure in the civil rights movement in Gibraltar, and played a key role in the creation of the territory's institutions of self-government. Early life Born to a Sephardic Jewish family from Morocco and Menorca, he trained as a lawyer at Middle Temple and was called to the Bar of England and Wales in 1939. When World War II broke out, he volunteered as a gunner in the Gibraltar Defence Force and remained in Gibraltar when most of the civilian population had been evacuated and only a small number of Gibraltarians remained. Gordon MacMillan
General Sir Gordon Holmes Alexander MacMillan of MacMillan and Knap, (7 January 1897 – 21 January 1986) was a professional soldier who rose to become a general in the British Army. As a young officer during the First World War, he displayed outstanding bravery and was awarded a Military Cross and two Bars. At the age of 19 and while still a second lieutenant, he was appointed acting adjutant of the 2nd Battalion, Argyll and Sutherland Highlanders. Between the World Wars, MacMillan remained in the army, occupying posts of increasing seniority. He married Marian Blakiston Houston in 1929, and they had one daughter and four sons. The Association for the Advancement of Civil Rights (AACR) was a political party in Gibraltar. Single transferable vote (STV) is a multi-winner electoral system in which voters cast a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternate preferences if their preferred candidate is eliminated, so that their vote is used to elect someone they prefer over others in the running. Albert J. Risso, GMH was a Gibraltarian trade unionist and politician. He was the first president of the Association for the Advancement of Civil Rights (AACR) in Gibraltar. Constantine, p. 346 Career Albert Risso was one of the first political activists in the British territory of Gibraltar. at a very young age, he was one of the campaigners for the involvement of the Gibraltarian civilian population (and especially its working class) in governing the colony. In 1919, he was one of the members of a so-called "''deputation of working men''" who went to London to meet the Secretary of State for the Colonies and ask for the creation of a representative body that could succeed the Sanitary Commission, an unelected body whose members, usually belonging to the upper class, were nominated by the Governor. Abraham William Serfaty CBE, JP, was a Gibraltarian architect and politician. Biography Born in 1910, Abraham William Serfaty was a draughtsman of the Gibraltar City Council when he received an invitation to work for ''Messrs Pearson Mechanical and Civil Engineers'' in the UK. While in England, he completed his studies in civil engineering. Returning to the Rock, Serfaty worked as an architect and later joined the AACR of Sir Joshua Hassan. He ran for the Legislative Council in 1950 but was not elected. However, he became part of the Executive Council, initially as an "unofficial member". In the Legislative Council elections of 1956, he was one of four AACR members elected, the others being Joshua Hassan, Albert Risso, and J. E. Alcantara.
