The competition was open to skaters from all European member nations of the
International Skating Union The International Skating Union (ISU) is the international sport governing body, governing body for competitive ice skating disciplines, including figure skating, synchronized skating, speed skating, and short track speed skating. It was founded ...
. The corresponding competition for non-European skaters is the 2025 Four Continents Championships. Skaters were eligible for the 2025 European Championships if they turned 17 years of age before 1 July 2024 and met the minimum technical elements score requirements. The ISU accepted scores if they were obtained at senior-level ISU-recognized international competitions during the ongoing season prior to the entry deadline or during the immediately preceding season. *
