Regional Anti-Terrorist Structure
The Regional Anti-Terrorist Structure (Russian: ; ; RATS) is a permanent organ of the Shanghai Cooperation Organisation (SCO) tasked with coordinating counterterrorism efforts across member countries and advancing cooperation on SCO initiatives to mitigate the " Three Evils" – terrorism, separatism and religious extremism. The organization is meant to lay the groundwork for a future enforcement capability within the SCO, which aspires to develop its own transnational police and military forces. Member countries have more recently incorporated narcoterrorism and drug smuggling as focus areas for RATS, as narcotics have become a major source of funding for anti-government activities within member states. The organization also maintains a database of individuals and organizations aiding organizations designated as terrorists, separatists or extremists by member states. Zhang Xinfeng
Zhang Xinfeng (; born 28 August 1952) is a Chinese police and security official, serving since 2016 as the Special Anti-terrorism Officer of the government of the People's Republic of China. Previously he served as Assistant to the Minister and Deputy Minister of Public Security. Biography Zhang was born in Tieling, Liaoning in August 1952. In September 1968, Zhang was sent to Bei'an to work in May Seventh Cadre Schools after the Cultural Revolution was launched by Mao Zedong. The Economic Cooperation Organization or ECO is an Asian political and economic intergovernmental organization that was founded in 1985 in Tehran by the leaders of Iran, Pakistan, and Turkey. It provides a platform to discuss ways to improve development and promote trade and investment opportunities. The ECO is an ''ad hoc'' organisation under the United Nations Charter. The objective is to establish a single market for goods and services, much like the European Union.
