Enrique Mora Benavente (born October 15, 1958, in Córdoba) is a Spanish diplomat who has been serving as the Chief of Staff of Josep Borrell, High Representative for the Common Foreign and Security Policy of the European Union and as deputy secretary general of the European External Action Service (EEAS). Career A former member of the Spanish diplomatic service, Mora has been posted in Beirut, Cyprus and Helsinki, among others. Since 2021, Mora has been the European Union envoy coordinating talks with Iran on reviving the Joint Comprehensive Plan of Action (JCPOA). In August 2021, he represented the EU at the inauguration of Ebrahim Raisi as President of Iran. Iranian human rights activist Narges Mohammadi had previously urged Mora in a letter not to attend the inauguration ceremony and had warned him of "legitimizing a regime which, among many acts of violence against Iran’s people, engaged in a brutal crackdown against peaceful demonstrators in November 2019". Josep Borrell Fontelles (; born 24 April 1947) is a Spanish politician serving as High Representative of the Union for Foreign Affairs and Security Policy since 1 December 2019. A member of the Spanish Socialist Workers' Party (PSOE), he served as President of the European Parliament from 2004 to 2007 and as Minister of Foreign Affairs, European Union and Cooperation in the Government of Spain from 2018 to 2019. The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. European External Action Service
The European External Action Service (EEAS) is the diplomatic service and combined foreign and defence ministry of the European Union (EU). The EEAS is led by the High Representative for Foreign Affairs and Security Policy (HR/VP), who is also President of the Foreign Affairs Council and vice-president of the European Commission, and carries out the EU's Common Foreign and Security Policy (CFSP), including the Common Security and Defence Policy (CSDP). Narges Mohammadi (; born 21 April 1972) is an Iranian human rights activist and the vice president of the Defenders of Human Rights Center (DHRC), headed by Nobel Peace Prize laureate Shirin Ebadi.
