Carl B. Close
Carl Buell Close, Sr. (October 17, 1907 – December 28, 1980), was a Democratic Party (United States), Democratic politician from Alexandria, Louisiana, who served as a member of the Louisiana House of Representatives from 1944 to 1947, when he stepped down to become the mayor of his adopted city of Alexandria, a post he held until 1953. Early life Close was one of six children of a country physician, Edgar Close (1871-1948), originally from Carbondale, Illinois, Carbondale in southern Illinois, and the former Mary Louvenia Patton (1873-1948), a native of Harrison, Arkansas, Harrison in Boone County, Arkansas, Boone County in northwestern Arkansas. The Louisiana House of Representatives (french: link=no, Chambre des Représentants de Louisiane) is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. This chamber is composed of 105 representatives, each of whom represents approximately 42,500 people (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). The House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-universal two-year term. The House convenes at the State Capitol in Baton Rouge. City commission government is a form of local government in the United States. In a city commission government, voters elect a small commission, typically of five to seven members, typically on a plurality-at-large voting basis. Dry Ice
Dry ice is the solid form of carbon dioxide. It is commonly used for temporary refrigeration as CO2 does not have a liquid state at normal atmospheric pressure and sublimates directly from the solid state to the gas state. It is used primarily as a cooling agent, but is also used in fog machines at theatres for dramatic effects. Its advantages include lower temperature than that of water ice and not leaving any residue (other than incidental frost from moisture in the atmosphere). It is useful for preserving frozen foods (such as ice cream) where mechanical cooling is unavailable. Dry ice sublimates at at Earth atmospheric pressure. This extreme cold makes the solid dangerous to handle without protection from frostbite injury. While generally not very toxic, the outgassing from it can cause hypercapnia (abnormally elevated carbon dioxide levels in the blood) due to buildup in confined locations. Cloud Seeding
Cloud seeding is a type of weather modification that aims to change the amount or type of precipitation that falls from clouds by dispersing substances into the air that serve as cloud condensation or ice nuclei, which alter the microphysical processes within the cloud. Its effectiveness is debated; some studies have suggested that it is "difficult to show clearly that cloud seeding has a very large effect." The usual objective is to increase precipitation (rain or snow), either for its own sake or to prevent precipitation from occurring in days afterward. Methodologies Salts The most common chemicals used for cloud seeding include silver iodide, potassium iodide and dry ice (solid carbon dioxide). John McKeithen
John Julian McKeithen (May 28, 1918 – June 4, 1999) was an American lawyer and politician who served as the 49th governor of Louisiana from 1964 to 1972. Early life McKeithen was born in Grayson, Louisiana on May 28, 1918. His father was a farmer. He studied at High Point College, and later received a law degree from Louisiana State University in 1942. He served in the 77th Infantry Division in the Pacific Theater during World War II. After the war, he settled in Columbia, Louisiana and set up a law practice. Political career 1948–1963 McKeithen was elected to the Louisiana House of Representatives in 1948. Governor Earl K. Long appointed him as floor leader despite his lack of experience and low profile. He lost the race for the Democratic nomination for lieutenant governor in 1952, and in 1954 was elected to the Louisiana Public Service Commission. The Louisiana State Senate (french: Sénat de Louisiane) is the upper house of the state legislature of Louisiana. All senators serve four-year terms and are assigned to multiple committees. Composition The Louisiana State Senate is composed of 39 senators elected from single-member districts from across the state of Louisiana by the electors thereof. Senators must be a qualified elector (registered voter), be at least eighteen years of age, be domiciled in their district for at least one year, and must have been a resident of the state for at least two years.
