As IC IG, McCullough served as Chair of the Intelligence Community Inspectors General Forum, a committee composed of all US Intelligence Community Inspectors General. McCullough led a multi-IG review of the law enforcement and intelligence agency involvement in the 2013 Boston Marathon bombing, and was a lead IG witness in a 2014 US Senate hearing entitled "Lessons Learned from the Boston Marathon Bombing, Improving Intelligence and Information Sharing." McCullough oversaw an IC IG inquiry into the National Reconnaissance Office's crimes reporting to law enforcement. McCullough is a multi-year alumnus of the Ocean City Beach Patrol in Ocean City, Maryland. His father, Irvin Charles McCullough, Jr., was the Executive Director of the Pennsylvania Interscholastic Athletic Association, and, in the 1950s, a multi-year member of the OCBP.
