Chan represented East Coast GRC between 1996 to 2001. In the 2001 general elections, he defeated
Ooi Boon Ewe Stephen Ooi Boon Ewe (; born 14 November 1941) is a Singaporean politician and a perennial candidate. He is most notable for attempting to contest various elections, general and presidential, without a record of success. He attempted to contest ...
, an independent candidate, with 83.55% of the votes in the same SMC. In the 2006 general elections, Chan, representing PAP, defeated Tan Bing Seng of the
Workers' Party of Singapore The Workers' Party ( abbreviation: WP) is a major centre-left political party in Singapore and is one of the three contemporary political parties represented in Parliament, alongside the governing People's Action Party (PAP) and opposition Pro ...
with 65.01% of the votes in the SMC. In March 2011, Chan announced his retirement from politics.
