Early career

Hoecker was a U.S. military policeman in 1976, a special agent in the Army Criminal Investigations Command, a criminal investigator of the U.S. Information Agency (now part of the State Department), and Deputy Inspector General for Investigations from 2003 to 2006 at the Treasury Office of the Inspector General. Beginning in 2006, Hoecker was United States Capitol Police Inspector General. He is also the current chairman of the investigations committee of the Council of Inspectors General on Integrity and Efficiency (CIGIE).
