Suspension of the rules in the United States Congress is the specific set of procedures within the United States Congress that allows for the general parliamentary procedure of how and when to suspend the rules. U.S. House of Representatives Overview In the United States House of Representatives, suspension of the rules is a procedure generally used to quickly pass bills which enjoy broad, bipartisan support. A member can make a motion to suspend the rules only if the Speaker of the House allows them to. Once a member moves to "suspend the rules" and take some action, debate is limited to 40 minutes, no amendments can be offered to the motion or the underlying matter, and a 2/3 majority of Members present and voting is required to agree to the motion. In parliamentary procedure, a point of order occurs when someone draws attention to a rules violation in a meeting of a deliberative assembly. Crazy Horse Memorial
The Crazy Horse Memorial is a mountain monument under construction on privately held land in the Black Hills, in Custer County, South Dakota, United States. It will depict the Oglala Lakota warrior Crazy Horse, riding a horse and pointing to his tribal land. The memorial was commissioned by Henry Standing Bear, a Lakota elder, to be sculpted by Korczak Ziolkowski. It is operated by the Crazy Horse Memorial Foundation, a nonprofit organization. The monument has been in progress since 1948 and is far from completion.
