In broadcasting, public affairs radio or television programs focus on matters of politics and public policy. Among commercial broadcasters, such programs are often only to satisfy Federal Communications Commission (FCC) regulatory expectations and are not scheduled in prime time. Public affairs television programs are often broadcast at times when few listeners or viewers are tuned in (or even awake) in the U.S., in time slots known as graveyard slots; such programs can be frequently encountered at times such as 5-6 a.m. on a Sunday. Sunday morning talk shows are a notable exception to this obscure scheduling. Solita “Winnie” Garduño Collás-Monsod, popularly known as Mareng Winnie (born July 29, 1940), is a Filipino broadcaster, host, economist, and columnist. She had been the 5th Director-General of the National Economic and Development Authority and concurrently socio-economic planning secretary of the Philippines from 1986 to 1989. Educated at the Wharton School of the University of Pennsylvania, she holds the rank of Professor Emeritus at the University of the Philippines School of Economics. Several cameras—either film or professional video cameras—are employed on the set and simultaneously record or broadcast a scene.
