History XHTOM received its concession on April 1, 1992. It was originally owned by Radiorama subsidiary Radio Celebridad, S.A. However, Grupo Siete operates the station. Toluca , officially Toluca de Lerdo , is the state capital of the State of Mexico as well as the seat of the Municipality of Toluca.
