Winter Fuel Payment Abolition Backlash
The Winter Fuel Payment is a state benefit paid once per year in England, Wales, and Northern Ireland to some people old enough to have been born before a specific date. It is intended to cover the additional costs of heating over the winter months. While it was introduced in 1997 as a universal benefit for pensioners, it was controversially changed in 2025 so that it is only offered to pensioners who receive means tested benefits such as pension credit. Establishment as a universal benefit The payment was first introduced by the Labour Government in 1997 as a universal benefit for pensioners, and was first announced by Gordon Brown (then Chancellor of the Exchequer) in his Pre-Budget Statement of that year. State Benefit
Welfare spending is a type of government support intended to ensure that members of a society can meet basic human needs such as food and shelter. The Cameron–Clegg coalition was formed by David Cameron and Nick Clegg when Cameron was invited by Queen Elizabeth II to form a new government, following the resignation of Prime Minister Gordon Brown on 11 May 2010, after the general election on 6 May. In the Westminster parliamentary system, an early day motion (EDM) is a motion, expressed as a single sentence, tabled by a member of Parliament, which the Government (in charge of parliamentary business) has not yet scheduled for debate. History and uses The name derives from the idea that an MP who tables one is calling for a debate on the topic covered by the motion to be held "on an early day". In practice, early day motions are rarely debated in the House, and their main purpose is to draw attention to particular subjects of interest. Government ministers, Whips, Parliamentary Private Secretaries, the Speaker of the House of Commons and Deputy Speakers do not normally sign EDMs. EDMs remain open for signature for the duration of the parliamentary session. Means-tested Benefit
A means test is a determination of whether an individual or family is eligible for government benefits, assistance or welfare, based upon whether the individual or family possesses the means to do with less or none of that help. Means testing is in opposition to universal coverage, which extends benefits to everyone. Canada In Canada, means tests are used for student finance (for post-secondary education), legal aid, and " welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government.
