Wayne Wagner
Wayne Wagner (February 19, 1946 - June 30, 2022) was a lawyer, state legislator, and mayor in Arkansas. He was a member of the Arkansas House of Representatives from 1987 to 1998. Term limits prevented him from running again. He served three terms as mayor of Manila, Arkansas Manila is a city in Mississippi County, Arkansas, United States. The Arkansas State House of Representatives is the lower house of the Arkansas General Assembly, the state legislature of the US state of Arkansas. The House is composed of 100 members elected from an equal amount of constituencies across the state. Each district has an average population of 29,159 according to the 2010 federal census. Members are elected to two-year terms and, since the 2014 Amendment to the Arkansas Constitution, limited to sixteen years cumulative in either house. Manila is a city in Mississippi County, Arkansas, United States. The population was 3,682 at the 2020 census, up from 3,342 in 2010. It was the hometown of World War I sniper Herman Davis. By the late 1890s, a community known as "Cinda" (named after an early postmaster's sister) had developed in the area.
