Handmer was born in Bunbury, Western Australia. Handmer joined the Department of External Affairs in 1951 as a cadet. Cadets were enrolled for one year of study at the Canberra University College School of Diplomatic Studies, followed by training that included language training in some cases. After completing their cadetship, Cadets were advanced to the rank of Third Secretary. In December 1953, Handmer and his wife left Canberra so that he could join the Australian diplomatic mission in Hong Kong. Bunbury, Western Australia
Bunbury is a coastal city in the Australian state of Western Australia, approximately south of the state capital, Perth. It is the state's third most populous city after Perth and Mandurah, with a population of approximately 75,000. Located at the south of the Leschenault Estuary, Bunbury was established in 1836 on the orders of Governor James Stirling, and named in honour of its founder, Lieutenant (at the time) Henry Bunbury. A port was constructed on the existing natural harbour soon after, and eventually became the main port for the wider South West region. Richard John Smith (14 December 1934 – 26 July 2015) was an Australian diplomat. Smith was born in Tamworth, New South Wales and educated at Sydney High School and the University of Sydney. He worked as a teacher in London in the late 1950s, then as a solicitor in New South Wales, before joining the Australian Department of External Affairs in 1961.
