Vinh Cuu District
Vinh () is the capital of Nghệ An province and an economic and cultural center of North-Central Vietnam. A key point in the East–West economic corridor linking Myanmar, Thailand, Laos and Vietnam, the city is situated in the Southeast of the province, alongside the Lam River and is located on the main North–South transportation route of Vietnam, making it accessible by highway, railroad, boat and air. The Vinh International Airport is served daily by four carriers: Vietnam Airlines, VietJet Air, Bamboo Airways and Jetstar Pacific. On September 5, 2008, it was upgraded from Grade-II city to Grade-I city, the fifth city to hold the status, after Haiphong, Đà Nẵng and Huế. Vinh is the most populous city in the North Central Coastal region, with 790,000 residents as of 2024. A provincial city () is a type of list of district-level subdivisions in Vietnam, second-level subdivision of Vietnam. It has equal status along with list of urban districts of Vietnam, urban districts, district (Vietnam), districts, municipal city, municipal cities, and district-level town, towns. Also by virtue of Decree No. 42/2009/ND-CP, provincial cities are officially classified into Class-1, Class-2 or Class-3. The cities can only subordinate to provinces as a second-tier unit. Bamboo Airways JSC () is a Vietnamese airline founded in 2017. Commencing operations in January 2019, this carrier declared that it would be following the "hybrid airline" model. Commune (Vietnam)
A commune () is a type of third tier subdivision of Vietnam. It is divided into 11,162 units along with Ward (Vietnam), wards and Commune-level town (Vietnam), townships, which have an equal status. Communes have a lower status than Provincial city (Vietnam), provincial cities, County-level town (Vietnam), towns or District (Vietnam), districts. This subdivision has existed since 1428, when Emperor Lê Thái Tổ re-organised the country into five administrative levels. Xã 社 was the lowest level, equivalent to a village. Since 2019, Vietnam has undertaken a comprehensive rearrangement of administrative units in order to streamline the apparatus of local authorities.
