Villem Maasik
Villem Maasik (1883–1919) was an Estonian lawyer, trade unionist and politician. Maasik was born in 1883 in Vastseliina, Võru County. He was elected to the Provincial Assembly of the newly established Autonomous Governorate of Estonia, which sat between 14 July 1917 and 23 April 1919. During this time, he also sat in government; he was Head of the Labour Department from its inception on 2 August 1917, serving for the duration of Jaan Raamot's period as Chairman of the Provincial Government (). When Konstantin Päts replaced Raamot on 25 October, he kept Maasik in his office, which he renamed "Head of the Labour and Welfare Department". On 24 February 1918, Maasik was then appointed Minister of Labour and Welfare in the first Provisional Government, again under Päts. In practice, the Germans occupied Estonia in late February 1918, forcing the government underground. Izborsk
Izborsk (; ; ) is a rural locality (village) in Pechorsky District of Pskov Oblast, Russia. It contains one of the most ancient and impressive fortresses of Western Russia. The village lies to the west of Pskov and just to the east of the Russian-Estonian border. History According to the '' Russian Primary Chronicle'', the town was the seat of Rurik's brother Truvor from 862 to 864. Although his burial mound is still shown to occasional tourists, archaeological excavations of long barrows abounding in the vicinity did not reveal the presence of the Varangian settlement at the site, which indicates that Izborsk was an important centre of the early Krivichs. The next mention of the town in Slavonic chronicles dates back to 1233, when the place was captured by the Livonian Brothers of the Sword. The National Library of Estonia () is a national public institution in Estonia, which operates pursuant to the National Library of Estonia Act (). Võru County
Võru County ( or ''Võrumaa''; ) is a county in southern Estonia. It is bordered by Valga and Põlva counties, Latvia's Alūksne and Ape municipalities, and Russia's Pskov Oblast (making it the only Estonian county to border two countries). The territory of Võrumaa covers and is influenced by a temperate seasonal climate. In 2022, Võru County had a population of 34,182, 2.6% of the total population in Estonia. German Occupation Of Estonia During World War I
Estonia was under military occupation by the German Empire during the later stages of the First World War. On 11–21 October 1917, the Imperial German Army occupied the West Estonian archipelago (Moonsund archipelago), including the larger islands of Saaremaa (''Ösel''), Hiiumaa (''Dagö''), and Muhu (''Moon''). Fighting in Estonia ceased whilst negotiations over the Treaty of Brest-Litovsk took place. These broke down in February 1918, and to put pressure on the new Bolshevik regime of Soviet Russia to sign the Treaty of Brest-Litovsk, the Germans landed on the mainland of Estonia on 18 February 1918 and marched on Haapsalu (''Hapsal'') on 21 February 1918. The Estonian Provisional Government () was formed on 24 February 1918, by the Salvation Committee appointed by ''Maapäev'', the Estonian Province Assembly.
