V. Balasundaram (1941/1942 – 7 December 2019) was an Indian politician who served as Member of the Legislative Assembly of Tamil Nadu. He was Mayor of Chennai for the year 1969–70, and was elected to the Tamil Nadu legislative assembly as a Dravida Munnetra Kazhagam candidate from Acharapakkam constituency in 1971 election. The Dravida Munnetra Kazhagam (; ; DMK) is an Indian political party based in the state of Tamil Nadu, where it is currently the ruling party, and the union territory of Puducherry (union territory), Puducherry, where it is currently the main opposition. The DMK was founded on 17 September 1949 by C. N. Annadurai (Anna) as a breakaway faction from the Dravidar Kazhagam headed by Periyar. 1971 Tamil Nadu State Assembly Election
The fifth legislative assembly election of Tamil Nadu was held in March 1971, resulting in a re-election victory for the Dravida Munnetra Kazhagam (DMK), which had first won under the leadership of C. Dalit ( from meaning "broken/scattered") is a term used for untouchables and outcasts, who represented the lowest stratum of the castes in the Indian subcontinent. They are also called Harijans. Dalits were excluded from the fourfold varna of the caste hierarchy and were seen as forming a fifth varna, also known by the name of ''Panchama''.
