United States Deputy Secretary Of Education
The deputy secretary of education oversees and manages the development of policies in the United States Department of Education. The deputy secretary focuses primarily on K–12 education policy, such as No Child Left Behind, the High School Initiative, and the Individuals with Disabilities Education Act. The deputy secretary also has responsibility for carrying out the intergovernmental relations of the department. The deputy secretary becomes acting United States Secretary of Education, secretary of education in the event of the secretary's absence, disability, or a vacancy in the Office of Secretary. The United States Department of Education is a cabinet-level department of the United States government, originating in 1980. The department began operating on May 4, 1980, having been created after the Department of Health, Education, and Welfare was split into the Department of Education and the Department of Health and Human Services by the Department of Education Organization Act, which President Jimmy Carter signed into law on October 17, 1979. An earlier iteration was formed in 1867 but was quickly demoted to the Office of Education a year later. Executive Schedule () is the system of salaries given to the highest-ranked appointed officials in the executive branch of the U.S. government. The president of the United States appoints individuals to these positions, most with the advice and consent of the United States Senate. They include members of the president's Cabinet, several top-ranking officials of each executive department, the directors of some of the more prominent departmental and independent agencies, and several members of the Executive Office of the President. There are five pay rates within the Executive Schedule, denoted with a Roman numeral with I being the highest level and V the lowest. Federal law lists the positions eligible for the Executive Schedule and the corresponding level. The law also gives the president the ability to grant Executive Schedule IV and V status to no more than 34 employees not listed. Simon led the Office of the Deputy Secretary (ODS) which served the administration of Secretary of Education Margaret Spellings. Simon was nominated by U.S. President George W. Frank Sharp Holleman, III is an attorney and politician from South Carolina who was the Democratic Party's nominee for South Carolina Superintendent of Education in 2010 and is a former United States Deputy Secretary of Education.
