United Nations Security Council Resolution 1440
United Nations Security Council resolution 1440, adopted unanimously on 24 October 2002, after reaffirming the principles of the United Nations Charter and Resolution 1373 (2001), the Council condemned the hostage-taking at a theatre in Moscow, Russia, by Chechen militants. The Security Council reaffirmed the need to combat threats to international peace and security caused by terrorist acts. It condemned taking of hostages in a Moscow theatre, as well as terrorist acts carried out in other countries, and demanded their immediate release. The Council expressed sympathy and condolences to the families of the victims and the Russian government and people. The resolution called upon all states to co-operate with and provide assistance to the Russian authorities to bring the perpetrators to justice in accordance with their obligations under Resolution 1373. United Nations Security Council Resolution 1373
United Nations Security Council Resolution 1373, adopted unanimously on 28 September 2001, is a counterterrorism measure passed following the 11 September terrorist attacks on the United States. The resolution was adopted under Chapter VII of the United Nations Charter, and is therefore binding on all UN member states. According to the official record of the meeting, the meeting convoked at 9:55 pm and adjourned at 10:00 pm. The five-minute meeting exemplified the Security Council's working method, in which the meeting serves only as a public announcement of a decision that has already been reached in secret in " informal consultations". Although the United States is widely credited with initiating Resolution 1373, once adopted unanimously, the resolution became a common act of the Security Council, and therefore all its members at the time had ownership over it. Moscow Theater Hostage Crisis
The Moscow theater hostage crisis, also known as the 2002 Nord-Ost siege, was the seizure of the crowded Dubrovka Theater in Moscow by Chechen terrorists on 23 October 2002, resulting in the taking of 912 hostages. The attackers, led by Movsar Barayev, claimed allegiance to the Islamist separatist movement in Chechnya. They demanded the withdrawal of Russian forces from Chechnya and an end to the Second Chechen War. The crisis was resolved when Russian security services released sleeping gas into the building, and subsequently stormed it, killing all 40 hostage takers. 132 hostages died, largely due to the effects of the gas. Due to the layout of the theater, special forces would have had to fight through of corridor and advance up a well-defended staircase before they could reach the hall in which the hostages were held.
