The 'Turkish Academic Network and Information Center (), shortly ULAKBIM, was founded as a research and development facility institute of Scientific and Technological Research Council of Turkey (TÜBİTAK) in Bilkent, Çankaya of Ankara, Turkey in 1996. ULAKBIM's main objectives have been set as operating a high speed computer network, enabling interaction within the institutional elements of the national innovation system, and providing information technology support and information services to help scientific production. ULAKBIM aims at providing technological facilities such as computer networks, information technology support, and information and document delivery services, to meet the information requirements of universities and research institutions, and to increase the efficiency and productivity of their end users. Cahit Arf (; 24 October 1910 – 26 December 1997) was a Turkish people, Turkish mathematician. He is known for the Arf invariant of a quadratic form in characteristic (algebra), characteristic 2 (applied in knot theory and surgery theory) in topology, the Hasse–Arf theorem in ramification theory, Arf semigroups and Arf rings. Biography Cahit Arf was born on 11 October 1910 in Thessaloniki, which was then a part of the Ottoman Empire. His family migrated to Istanbul with the outbreak of the Balkan War in 1912. The Internet in Turkey has been available to the public since 1993, although experimentation at Ege University started in 1987. The first available connections were dial-up. Cable Internet has been available since 1998 and ADSL since 2001. Turkey has 70 million active Internet users as of 2022. Currently Türk Telekom is the most widely used Internet service in Turkey, offering speeds from 16 Mbit/s to 1000 Mbit/s.
