	Azerbaijanis In Turkey Azerbaijanis in Turkey are Turkish citizens and permanent residents of ethnic Azerbaijani background. It is difficult to determine the exact number of ethnic Azerbaijanis currently residing in Turkey since ethnicity is a rather fluid concept in Turkish culture.
