County Governor (Norway)
The county governor ( nb, statsforvalteren; nn, statsforvaltaren, lit. ''state administrator'' in English) is a Norwegian government agency that represents the central government administration in every county in Norway. Responsible for a number of supervision and management duties, the governor is the representative of the king and the government of Norway in each county, functioning as the connection between the state and the municipalities. The county governor is subordinate to the Ministry of Local Government and Modernisation but also to the other ministries in their respective duties. The governor is part of the executive branch and so is formally appointed by the king in a cabinet meeting. Ragnvald Graff
Ragnvald Graff (30 December 1887 – 30 January 1975) was a Norwegian barrister and military officer. He was born in Hamar, a son of county governor Truls Johannessen Wiel Graff and Bente Baastad. He graduated as military officer in 1909, and as cand.jur. in 1915. In 1923 he became a barrister with access to Supreme Court cases. He was member of several public commissions, as well as board member of the newspaper ''Morgenbladet'' and of various companies in the transport business. He was decorated Commander of the Order of the Phoenix (Greece), Order of the Phoenix, Commander of the Order of Christ (Portugal), Order of Christ, Knight of the Order of the Dannebrog, Knight of the Order of the Sword, Knight of the Order of Vasa, and Knight of the Order of the White Rose of Finland. Nikolai Christian Grove Prebensen
Nikolai Christian Grove Prebensen (13 April 1850 – 24 May 1938) was a Norwegian politician for the Conservative Party. He was born in the town of Risør as a son of Jacob Wetlesen Prebensen (1808–1892) and Wencke Kristiane Grove. He finished his secondary education in 1868 and took the cand.jur. degree in 1873. He was hired as a clerk in the Ministry of Church Affairs in 1876, and from 1878 to 1881 he was a deputy judge in Romsdal District Court. He was also acting district stipendiary magistrate for some time in the absence of district stipendiary magistrate Roll. From 1881 to 1887 he was a clerk in the Ministry of Justice and the Police, before being hired as chief of police in Vardø in 1887. From 1889 to 1894 he served as the County Governor of Finnmark. Andreas Tostrup Urbye (8 May 1869–16 May 1955) was a Norwegian civil servant, lawyer, and politician. He served as a county governor and also as a Minister in the Norwegian Cabinet from 1913-1917. He was also the secretary at the Karlstad negotiations that led to the dissolution of the union between Norway and Sweden. Personal life and education Andreas Tostrup Urbye was born on 8 May 1869 in Fredrikshald, Norway. His parents were Gabriel Joachim Urbye and Elisabeth Sofie Eeg.
