Texas Strategic Bitcoin Reserve
The Texas Strategic Bitcoin Reserve is a strategic reserve fund that enables the State of Texas to purchase cryptocurrency. History The bill was originally introduced as SB 21 by Senator Charles Schwertner as a way to enable the State of Texas to purchase digital cryptocurrency as a strategic reserve. The bill was co-written by Representative Giovanni Capriglione. It was reported to mirror the strategic bitcoin reserve of the United States federal government created through executive order by Donald Trump. It passed the Texas Senate in March 2025 by a vote of 25 to 5. It passed the Texas House of Representatives in May 2025 by a vote of 101 to 42. The bill was signed into law by Governor Greg Abbott on June 22, 2025. Charles Schwertner
Charles Jeffrey Schwertner (born May 29, 1970) is an American orthopedic surgeon and politician who has represented the 5th district in the Texas Senate since 2013. A member of the Republican Party, he served as president pro tempore of the Texas Senate from 2023 to 2025 and represented the 20th district in the Texas House of Representatives from 2011 to 2013. Schwertner serves as chairman of the Senate Committee on Business and Commerce. He is currently a member of the Senate Committees on Education, Finance, State Affairs, and the HHS Transition Legislative Oversight Committee. Schwertner also chairs the Sunset Advisory Commission, a 12-member body of legislators and public members that periodically reviews function and operations of more than 130 state agencies. Giovanni Capriglione (born March 8, 1973) is an American politician. He is a Republican member of the Texas House of Representatives, having represented District 98 since 2013. The strategic bitcoin reserve is a reserve asset, funded by the United States Treasury's forfeited bitcoin, announced by President Donald Trump in March 2025.
