Tartar Case
The Tartar Case (, also known as the Terter Case) is a case of large scale torture that took place in Azerbaijan, dealing with Azerbaijani military personnel accused of treason in 2017 in the aftermath of the Nagorno-Karabakh war in April 2016. According to the authorities and human rights defenders, more than 400 people were subjected to torture in the course of the case. The Azerbaijani authorities claim one person was killed as a result, while human rights defenders say the number is about 13, and many were wrongfully convicted and given hefty prison sentences. After 4 years of total denial of any wrongdoing by the government, in 2021 Azerbaijani authorities started investigating the case. Several trials were held and some of the perpetrators received various prison terms. However there has not yet been a complex investigation of the entire case. 2016 Nagorno-Karabakh Conflict
The 2016 Nagorno-Karabakh conflict, also known as the Four-Day War, April War, or April clashes, began along the former Nagorno-Karabakh line of contact on 1 April 2016 with the Artsakh Defence Army, backed by the Armenian Armed Forces, on one side and the Azerbaijani Armed Forces on the other. The clashes occurred in a region that is disputed between the self-proclaimed Republic of Artsakh and the Republic of Azerbaijan. The region includes the former Soviet Nagorno-Karabakh Autonomous Oblast and the surrounding districts of Azerbaijan under the control of Armenian forces at the time. Azerbaijan claimed to have started a military operation to prevent purported continuous Armenian shelling of civilian areas in Azerbaijan. However, there was no evidence of Armenian shelling. Tartar District
Tartar District () is one of the 66 districts of Azerbaijan. It is located in the west of the country and belongs to the Karabakh Economic Region. The district borders the districts of Kalbajar, Goranboy, Yevlakh, Barda, and Aghdam. Its capital and largest city is Tartar. As of 2020, the district had a nominal population of 104,700. In March 2023, Azerbaijan began resettling the part of the district that was previously controlled by Armenian forces. Resettlement of the village by Azerbaijan began in March 2023, with 20 families moving back to Talish. Barda ( ) is a city and the capital of the Barda District in Azerbaijan, located south of Yevlax and on the left bank of the Tartar river. It served as the capital of Caucasian Albania by the end of the 5th century. Ogtay Gulaliyev () is an Azerbaijani human rights activist. His organization, Kur Civic Society, provides assistance for people affected by environmental disasters. Oqtay Gulaliyev was born in 1975 in Baku, Azerbaijan, USSR. In 1998 he graduated from the Academy of State Service under the Presidential Administration, worked as lawyer.
