Veyshnoria (, ) is a fictional state created for Zapad 2017, a joint Russo-Belarusian military training exercise. It neighbours Belarus and is an enemy of the Union State. Veyshnoria occupies most of Grodno Region and the northwestern parts of the Minsk Region, Minsk and Vitebsk Region, Vitebsk regions. There are two other fictional enemies of the Zapad 2017 participants: Vesbaria and Lubenia. Lubenia straddles the Suwałki Gap and covers parts of northeastern Poland and southwestern Lithuania, while Vesbaria covers the rest of Lithuania and central Latvia. The "proclamation" of the state caused a response on the Internet, often humorous. Since September 2017, a web-based Veyshnoria have been proclaimed, which started acquiring the signs of an Internet-based micronation with more than 18,000 people signing for "citizenship". Zapad 2017
Zapad 2017 (, , lit. West 2017) was a joint strategic military exercise of the Russian Armed Forces, armed forces of the Russian Federation and Armed Forces of Belarus, Belarus (the Union State) that formally began on 14 September 2017 and ended on 20 September 2017, in Belarus as well as in Russia's Kaliningrad Oblast and Russia's other north-western areas in the Western Military District. According to the information made public by the Defence Ministry of Belarus prior to the exercise, fewer than 13,000 personnel of the Union State were to take part in the military maneuvers, a number that was not supposed to trigger mandatory formal notification and invitation of observers under the OSCE's Vienna Document. Prior to the exercise, Western military analysts and officials cited the total number of Russian troops, security personnel and civilian officials to be involved in the broader war-games as being up to 100,000, which would make them Russia's largest since the Cold War.
