Surangel Whipps
Surangel S. Whipps (born 21 February 1941) is a Palauan businessman and politician. He served as the president of the Senate of Palau from January 2005 to April 2005, and from 25 April 2007 to 15 January 2009, and as the speaker of the House of Delegates of Palau from January 1993 to November 1996. He was born in Airai. He graduated from University of Baltimore in 1971 and returned to Palau in 1972. He began his political career in 1982 when he was elected in his home state, Ngatpang. In 1984, he was elected by to the House of Delegates of Palau in the Second Olbiil Era Kelulau. He served 16 years in the House of Delegates. He also founded Surangel and Sons Company, of which Ksau's Motors, the only Toyota dealer in Palau, is owned by the company. His son, Surangel Whipps Jr., became the 10th President of Palau in 2021. Senate Of Palau
The Senate of Palau is the upper house of the Palau National Congress (''Olbiil era Kelulau''). The Senate has 13 members serving four-year terms in multi-seat constituencies. No political parties exist. The most recent election was held on 3 November 2020. Membership The Constitution does not indicate the number of a members of the Senate. Every 8 years, the National Congress appoints a reapportionment commission to draw up and recommend a district map allocating seats in accordance with the population. Therefore, the number of senators may change as frequently as every 8 years. Any voter can challenge a reapportionment before the Palau Supreme Court. During the first legislature in 1981, there were 18 Senators, which was reduced to 14 in 1984. Ngatpang
Ngatpang is one of Palau's sixteen states. It comprises an area of around 47 square kilometers in the west of Palau's largest island, Babeldaob, facing onto Ngeremeduu Bay. The state capital is Ngerdubech. It has a population of 282, making it Palau's 9th largest state in population. Ibobang is in Ngatpang. It is a community dedicated to the practice of the Modekngei religion. Geography Ngatpang, which is located on the central west coast, includes a very large area of the interior to the southeast of Ngeremeduu Bay. Along the west coast, Ngatpang includes the narrow strip of land between Ngeremeduu Bay and the lagoon. This strip of land was ceded to Ngatpang from Aimeliik early in this century. A minimum wage is the lowest remuneration that employers can legally pay their employees—the price floor below which employees may not sell their labor. Most countries had introduced minimum wage legislation by the end of the 20th century.
