Social welfare has long been an important part of New Zealand society and a significant political issue. It is concerned with the provision by the state of benefits and services. Together with fiscal welfare and occupational welfare, it makes up the social policy of New Zealand. Social welfare is mostly funded through general taxation. Since the 1980s welfare has been provided on the basis of need; the exception is universal superannuation. State housing The government provides State housing to those in need. The number of houses owned by the State has varied over the years and between different governments. Currently the level of rent paid in state housing is related to the level of income of the people living in the house (income-related rents) so that those on low incomes pay below market rents. A disability pension is a form of pension given to those people who are permanently or temporarily unable to work due to a disability. North America An example of a disability pension is from a private or Public Pension Plan, or the Canada Pension Plan. Another example is Social Security Disability Insurance (SSDI) in the United States. Generally, there is a minimum time of service required to be eligible for the disability retirement benefit. The claimant might be directed to sign a waiver for their medical records to be disclosed and commonly is scheduled for an independent medical evaluation (IME) to confirm they are permanently disabled. The pension is calculated based on years worked, so the disability retiree can retire earlier (since they are unable to work), but receives an equitable pension based on years of service. 1996 New Zealand General Election
The 1996 New Zealand general election was held on 12 October 1996 to determine the composition of the 45th New Zealand Parliament. It was significant for being the first election to be held under the new mixed-member proportional (MMP) electoral system, and produced a parliament considerably more diverse than previous elections. SuperGold Card
The SuperGold Card is a Discount card, discounts and concessions card for senior citizens and veterans in New Zealand. It includes public transport benefits like free off-peak travel (funded by the government) and discounts from businesses and companies across thousands of outlets. It was a major initiative of the political party New Zealand First, which established a research team to design the SuperGold Card. The party leader Winston Peters negotiated the scheme with then-Prime Minister Helen Clark, despite widespread opposition to the card on the grounds of high cost. As a condition of the 2005 confidence and supply agreement between New Zealand First and the Fifth Labour Government of New Zealand, Labour Government, Peters launched the SuperGold Card in August 2007. The Third National Government of New Zealand (also known as the Muldoon Government) was the government of New Zealand from 1975 to 1984. It was an economically conservative government that aimed to preserve the Keynesian economic system established by the First Labour government and was also socially conservative. Rob Muldoon
Sir Robert David Muldoon (; 25 September 19215 August 1992) was a New Zealand politician who served as the 31st prime minister of New Zealand, from 1975 to 1984, while leader of the National Party. Departing from National Party convention, Muldoon was a right-wing populist and economic nationalist, with a distinctive public persona described as reactionary, aggressive, and abrasive. After a troubled childhood, Muldoon served as a corporal and sergeant in the army in the Second World War. After a career as a cost accountant, he was elected to the House of Representatives at the 1960 general election as the Member of Parliament (MP) for Tamaki, representing the National Party. Muldoon rose in the Second National Government to serve successively as Minister of Tourism (1967), Minister of Finance (1967–1972), and Deputy Prime Minister (1972).
